I am a new user of Photoshop, but a long time user of numerous updates of Photoshop Elements. As a result PsE has my long history of organized files which I want to continue. I pull files from the PsE Organizer to Photoshop for editing. Can I save files from Photoshop directly back into PsE Organizer without going through the 2nd step of importing into Organizer from File Explorer? If so, use version sets too?

As far as I understand, Elements Organizer is a catalog that works just like the Lightroom catalog. In other words, it's a reference to the original files on disk. It's not a file browser. That's why an import is necessary, it doesn't just appear.
If it works the same way as Lightroom, look for a "synchronize folder" function. In Lightroom, this scans the folder and if it finds files not cataloged, it imports them.

You are right, PsE Organizer works much like Lightroom in managing the catalog. I just haven't found any "import" or "Synchronize" function in PsE Organizer. Thanks for your response and help!

If in the photoshop elements organizer you have a Watch Folder or Folders specified, then saving any document out of photoshop that the pse organizer can read into one of those Watch folders should automatically show (import) into the pse organizer.

That sounds like a good solution and I will give that a try. I'll start by identifying the "Pictures" folder as a Watch Folder as that would capture all pictures sent back to File Explorer. Thanks for your prompt advice to my inquiry!
