Can I view 8bf plugin to see why it doesn't show in Filters

I have been developing a filter plugin that I could test in PSCC 2017.  It compiles fine in VS2017 C++  but does not show in the Help>Plugin list or in Filters>.  Now I have PSCC 2018 and as expected the same happens.

Is there a way for me to view the 8bf file to see what it does not install in PS?  Nothing with compile (PSCC2017 sdk) etc shows any problem.  I'm sure it is something I did inadvertently.  Most of code is simple C code.

I can supply source code and VS2017 files if someone knows how to diagnose my problems.
