Can't access Photoshop although it's included in my plan

Hi, I have both Photoshop and Lightroom Classic in my fully paid up plan. Creative Cloud app shows them both locked.  My account shows whats in my plan yet when I try to access Photoshop I'm asked to purchase it!!  Lightroom is open and functionong normally.

Hope you can help as I need Photoshop to work.
