Can't add a Guide using a temp crop as a reference in PS 20 (osx)

Starting today in PS 20 release I can't anymore add a Guide using a crop as reference without actually cropping the image. Before, from 1984 until PS19, you could place a crop, not cropping, and use the crop lines as a reference for dragging Guides. Now as soon as you click on the ruler to add the guide the crop is applied. I guess it's a bug, the Ruler area is considered as a background from the software and not as a Tool area, so you can't click on that area while maintaining the crop moveable and resizable.

It's a huge problem for me because for my work I need to be able to place a crop with a ratio and move Guides on them. Please don't say to use a fixed ratio selection instead because selection are without reference grids inside and cannot be easily moved and resized around the image.

Please help!

I have found that pressing the 'Command' key on OS X allows me to drag guides out with a live crop showing. I don't know of a way to disable auto-commit at this point.

Note - I assume Windows users who might read this will need to press the 'Control' key to set guides with a live (uncommitted) crop frame in PS CC 2019.

Hope this helps.
