Can't get Rotate tool to work in PS 2022

I have tried so many things, looked up so much, but it's never exactly what my problem is.  
I cannot get the Rotate tool to work, it just gives me the "Could not complete request because it only works with OpenGL enabled document windows."
But in my preferences, "Use Graphics Processor" is on. (checkmarked)

Under that is an Advanced Settings and "OpenCL" and "Anti-alias guides and paths" are both checked but "30 Bit display" is not.

Under Help > Graphics Processor Compatability check EVERYTHING is green.

And here's my comuter info:

Please, I can rotate the canvas in SO many other programs.  I use ToonBoom Harmony flawlessly and rotate the canvas all the time.  Why did Photoshop start throwing a fit over it?  Please someone tell me what I'm doing wrong!

Hi, rotate tool is working fine in 2021 try to reset your preferences or check on the 2021 version if not works on the current version or if you updated the 2022 version try to install the full version of 2022...regards

I am checking on Windows 11 machine and everything works fine, it must also work on Win 10. Which version of Photoshop is in question? Have you tried with preference reset  Preferences in Photoshop (adobe.com)
