Can't import a PDF with a distorted background containing currency into Photoshop AND resizing

Photoshop 23.5.1

Mac OS X 12.6

 

Step 1 - Create an page layout in inDesign with currency as a background. This currency image is black & white and distorted.

Step 2 - Export the layout as a PDF

Step 3 - Import the PDF into Photoshop AND resize to 1,500 pixels

Step 4 - All pages import except for the one with distorted currency - "This application does not support the printing of banknote images."

 

NOTE:

1) The stock image of currency, in full colour, opens in Photoshop with no issue.

2) I can export the page in question as a JPEG from inDesign and import into Photoshop with no issues.

3) I can import the PDF with no issues if I do not resize it on import.

4) I can import the PDF with no issues if I resize it to around 1,600 pixels or higher on import.

 

The issue ONLY happens when this PDF is imported and resized to under 1,600 pixels.
