Can't Install Photoshop 23.3 on 2019 iMac Monterey

The Creative Cloud app tells me there are updates for Photoshop to version 23.3 and for Camera Raw to version 14.3.  However, when I try to update, I get an error claimig that Photoshop is running, though it is not.  I tried restarting my computer, but get the same error.

I was able to install the updates after restarting from a full computer shutdown.
