Can't install Photoshop for the life of me

For some reason, everytime I attempt to install Photoshop or Creative Cloud, it just returns "Another installer is already running," but I already checked everything including Windows installer, and nothing seems to be running, any idea on how I could fix this issue so I could install Photoshop the app?

I fixed it, had to end some chipset setup drivers in the background.

Kill the process from Task Manager, or restart Computer.

I think both John an Bojan's suggestion should work.  I wouldn't have thought that an install process would survive a system restart.  The problem would be identifying the errant process in Task Manager.  There's too good a chance of breaking something if you ended the wrong process.

 

If you are trapped in some sort of loop, then run the Photoshop cleaner tool, and then try to reinstall.

I already tried this multiple times, but I am stuck in a loop yeah, getting the same "Another installer is already running" error each time.
