I've just discovered that I can't load videos anymore in v25 because my MacPro2013 is too old and doesn't have that AVX2 supported.
But Creative Cloud doesn't let you reinstall v23 or 24.
Only v22 is an option.

Unfortunately, this is as expected, and the same as what everyone else sees.
The reason is the software support policy that Adobe posted a few years ago: The Creative Cloud installer provides the last two major versions of most apps for installation. So every year, when Adobe announces a new major version, the former oldest available version gets dropped from the installer.
The current version is Photoshop 26, so after Photoshop 26 was released earlier this month, the last two versions became 26 and 25, so 24 was dropped from the installer this month. Version 23 was dropped last year.
I see version 22 available as well, that might be an exception. Because that exists, you might contact Adobe Customer Service and see if they have a way to let you get a version that works better for your Mac hardware version.
This is not the most popular policy, but it’s been in place for a while. It means we have to replace our Macs more often than we might like. (Apple does something similar in that it supports only the last three versions of macOS, and every autumn when the new one comes out, the previous oldest version gets dropped from update support.) However, with the release of the new M4 Mac mini, it’s possible to run the latest software probably rather faster than a 2013 Mac Pro at a much lower price than the Mac Pro cost, especially after inflation. I am not saying that new hardware is an easy or affordable solution for everyone, because it isn’t, but ultimately that’s the solution.

Only v22 is an option.

Adobe has kindly kept 22.2 available for now because it is the last version that has a stable version 3D.
