can't open downloaded cloud files

My organisation has lost some users recently and I need to open their files. I get email link to download them. But when I unzip them and double click on them I get message " photoshop can't opec cloud files because they are exported as local files.

I also tried to change ownership of cloud folders for those users and made myself an owner. But it doesn't make any change, I can't see them in my cloud files.

Is there other way to open them?

Probably you don't need to download them literally and let the PS app handle it. Try accessing the file directly from PS using the Files > Your Files menu or accessing via the Web. See the following article for more details
