Can't paste smart objects.

Running Photoshop 2023, Mac OS Ventura. THIS problem just started happening. I can no longer paste smart objects into Photoshop. Anytime I copy/paste a JPG/PNG, I don't get the "Paste as smart object" option. In fact, it just pastes in as a pixel based object without any option. I reset my preferences, I have my "place objects as smart objects" general preference set, and I even RE-INSTALLED Photoshop, to no avail. NOTHING is working. I called up Adobe, and the India-based "tech support" agent couldn't help me - in fact, he seemed slow, and fairly clueless. So here I am - ANY ideas? Thanks.
