Can't recover from brush tool mistake

Hello,

 

I tried entering a horizontal line using the brush tool. Now, I can't get rid of that line in red (I don't see it in the layers), and when I try to left-click and drag an element, I get this red color that washes across the image. See here

It looks like a Type layer. Why not just delete that layer? Or place the cursor in front of it and backspace to erase it then delete?  Or merge it to the background and make that dark blue your foreground color, Then Select around it, and Edit>Fill>Foreground color. But also, is that layer in Quick Mask mode? If so, just uncheck Quick Mask (is that why it's red??).
