Can't render Video in Photoshop

I am on a newer Macbook Pro with the M1 chip.  I have all the adobe app updated.  I am trying to export render video with a sequence of frames that are six seconds each without a background to overlay on a video using the video editor shotcut and final cut pro X.  When I go to render video I get an error that says: 

Could not complete the Render Video command because of a problem with Adobe Media Encoder.

When I convert from frames to video and import into the Media Encoder it exports with a black background.  Why am I getting this error in the first place and why is there not an option in Media Encoder to export without out a background?  what am I doing wrong?
