Can't save in same folder via Action

After renewig way of saving files instead "Save as" I can't save in same folder via Action, no matter which preferences I choose. If I save file manually, it works properly. But Action shows me folder, in which was saved previous file, not the folder of current file store.

In old version PS 2020 all my Actions work properly. I already tried to check and uncheck all saving preferenses, created new Actions - nothing help.

Please don't advise me to use Scripts like Image Processor or Automate Batch Process, I have complicated system of folders and need to save files carefully to same folder. What is wrong with saving via Action?

Did you check in Preferences/File Handling to make sure "Use Legacy Save As" was checked/active?
