Can't Stroke Pen Tool in Photoshop.

I have done it a million times. But now I can't. I am puzzled. The stroke selection is NOT greyed out. Started happening after the newest update. Is anyone else having problems? All I am trying to do is make a stroke on a pen tool line. How hard is that? Is there something I am missing?

Hi, the word "Selection" instead of menu entry ringed a bell, do you have an active selection somewhere? This restricts the stroke to that area. 

Do you have the problem when you click on the menu, or when you use the Enter shortcut, with a painting tool selected?

Are you on an Mac with an apple silicon processor?
