Can't update to 4.8 on my iPad

I've been trying to update photoshop on my iPad to 4.8 for a few days now and there hasn't been an option to update the app.  I tried deleting and re-installing, but it only gives me the option to download 4.7

I have an iPad Pro 12.9-inch 6th generation (the newest model)

on  iPadOS Version 16.6 ( most current) 

Is this happening to anyone else?
