Cannot apply action with all text layers at once?

I think this is a bug because everything is okay since I used the older version, but when I updated to the newest version of photoshop 25.1.0, everytime I select all text layers, and make some actions, it will only run the first thing then DESELECT ALL TEXT LAYERS!!!

I tried with 22.2 version and 24.7 version, every files is normal, so I think this problem is only with 25.1.0.
