I resolved the erroe 198 issue by using the Adobe cloud cleaner. 
But I cannot download the applications. 
It's showing " You don't have access to manage apps" permission from your IT administrator may be required to enable apps management. 
Mine is an individual user account, opted for photography only package billed monthly. 

Please help Adobe. What's the point of subscribtion then?

Issue resolved. 

- uninstall all the adobe applications

- clear your browsing data from the browser app, whichever you are using. 
- now try to download adobe creative cloud.
