Cannot save/export to hard drive - Photoshop 23.30 on OSX 12.0.1 M1 Macbook Pro

I am unable to save or export anything in PS 23.3. No matter which save dialog I try, nothing works. The export dialog box appears but clicking save or export does nothing. I am also unable to open anything from my hard drive from within photoshop. 'Open with > Photoshop' works fine from Finder but this is all I see when trying to open a file in PS:

This problem started in PS 22.5.6 and continues in 23.3...

Here's the troubleshooting I've tried to no avail:

• Booting PS while holding opt+cmd+shift and deleting preferences
• Turning on 'Reset preferences on quit' then restarting PS
• Uninstalling and reinstalling PS

I'm on a 2021 M1 Macbook Pro OSX 12.0.1

In System Preferences, >Security & Privacy, >Full Disk Access, do you see PS listed? If not, do add it and try again.

Update macOS to the latest version (12.3.1).

12.3.1? My MacBook Air is telling me it's up to date at 12.2.1.

I cannot Save or Export from Photoshop 2022 (v23.3.0)
