Cannot Select Tools in Full Screen with Menu Bar Mode

Entering Full Screen with Menu Bar mode prevents me from selecting any tools with the mouse. I must either use a keyboard hotkey or switch to Standard Screen mode to select tools. The tool bar appears to have a lower z-index than the app window, even though it is still visible. As shown in the attached screenshots, hovering over a tool in Full Screen mode does not highlight it. I haven't changed any settings for the interface and workspace for at least a 5 years, so I'm assuming it is a bug in the latest release of Photoshop.

 

I'm currently running Photoshop v25.1.0 on macOS Sonoma v14.1. This didn't occur until I updated PS.

Menu panels are completely broken for me in full screen mode, I can select layer panel and toolbar items but not any other menu items (actions,history,brush presets etc). Also if I try to undock/move the toolbar or sidebar items they seem to turn 'invisible' to mouse/click action. 

 

Works fine in windowed mode.
