Cannot use Photoshop 2021

I start up Photoshop 2021 and it looks fine until I open a new file. When I do this, I get the screen as shown on the picture. I cannot open any files. I have tried uninstalling, then reinstalling the program, but the problem persists. Any other suggestions?

Hi this could be your graphic card problem i suggest you to use 2020 version use adobe clean remove tool to remove all files...regards
