Cant open a jpeg files in 2019 photoshop

Does anyone know a fix for this problem? every time I try and open a jpeg file in photoshop 2019, it always says file not found. I tried resetting my preferences, creating a new jpeg, but nothing works, please help 😞

Sorry to hear about this. Would you mind sharing the following details?

1. Where are the files located internal drive or external/network drive?
2. Does it happen with all files or some specific files?
3. Which file format are you trying to open in Photoshop?
4. Could you try moving an image to the desktop and then open it in Photoshop by going to File > Open?
