Cant open Photo editor 2022

I just got photoshop about 30 mins ago was working fine then I did something from an online tutorial and closed photoshop when trying to open it back up I couldn't and can't anymore. It starts loading and after a minute it stops loading and does nothing. I have deleted and downloaded the application and have restarted the computer am on windows for adobe 2022 photoshop. What can I do why doesn't it open.

What have you done for all-purpose trouble-shooting so far (aside from re-installing)? 

Have you use the Cleaner Tool before re-installing?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might also be an option:
