I use the rotate canvas tool quite a lot when draeing in Photoshop, but I can only use it properly if I make my canvas full screen when it rotates as you'd expect. In Windowed mode ( with the canvas in a window.. ) it seem to rotate from a random point and the window is showing a totally differnt part of my image.
It would be very useful if the tool worked as expected in all scenarios...
That seems to have started in Photoshop 2020 (ps ver 21.x.x) when one is using Floating Document Windows.
Doesn't occur with tabbed document windows.
One the Mac side with tabbed document windows and the Application Frame on the issue doesn't happen.
Photoshop versions from CS4 to 2019 seem to work right.
That is, when one has a Floating Document Window and using the Rotate View Tool, the image stays centered in the document window when rotated as opposed to being out of center when rotated

How is that supposed to help ? I know how the tools work. I am not saying they don't work, or that I don't know how to use them.
I was asking if it's possible to have the canvas rotate around the compass point in a windowed view, as it does in a full screen view.

You can get around this particular issue if you go to Edit>Preferences>Tools and check Overscroll.
