Problem persists on v25.1.0. and v25.2.0.
PREVIOUSLY: the Canvas Size and Image Size windows were set to whatever unit of measurement (inches, pixels, etc.) I last specifically changed them to, regardless of what the global unit is set to in Settings/Units & Rulers.
NOW: the Canvas Size and Image Size windows always default to whatever the global unit of measurement is set to in Settings/Units & Rulers. If I change them directly, when I come back in they have reverted to the global unit again.
ACTIONS TAKEN WITH NO EFFECT:
- Updated to v25.2.0.
- Performed Settings/General/clicking Reset Preferences on Quit, and then restart Ps (This actually made it worse, as before I did this, the problem was only affecting Canvas Size, while Image Size still retained the "last unit set to" function. Now they BOTH are tied to the global unit setting).
I often need to switch my global unit of measurement between imperial, metric, and pixels depending on the project. However, I would VERY MUCH like to keep the previous functionality where both Canvas Size and Image Size will hold on to whatever unit I set them to.
Any assistance would be greatly appreciated.

Following recommendations from a user on Reddit, also attempted the following:
Preferences > Performance, and untick Use Graphics Processor, and restart Ps
- No change to Canvas Size settings (still defaults to what the global Units & Rulers setting is)
- Restored the expected/preferred functionality to Image Size (it sticks with whatever I last set it to, regardless of global Units & Rulers settings)
(this state is preserved after the following steps, which means still halfway there, but no reversion to 100% default to global Units & Rulers settings)
Preferences > Technology Previews and tick Older GPU Mode (Pre 2016) and restart Ps
- As you noted, this option is no longer available to me on he MacOS version of Ps
Deactivate Native Canvas, restart Ps
- No change from previous

@Jeff5CB2 none of those preferences have anything to do with the units of measure in dialog boxes.
They have always been managed by the Units and Ruler settings - this isn't some new issue.

@Jeff5CB2 If you change the units via the ruler (right-click the ruler) it should also stick.

Thanks for the response.
I hear what you're saying but, for the entirety of my recollection*, the unit of measurement for the both the Canvas Size and the Image Size dialogue boxes has been independent of the global settings. They would remain on whatever unit of measurement I last changed them to. If this is not how it should have been functioning, from CS4, CS6, and into CC, then it was a bug I would very much like to return to.
Since I performed the Preferences > Performance, and untick Use Graphics Processor, and restart Ps recommended by another user over on Reddit, the Image Size dialogue has reverted back to what I am used to, while the Canvas Size has not, which means I am back to square one when I first decided to to try to fix this problem.
*which ostensinbly goes back decades but, reliably, only about 10 years. 😄

In Ps2021 on the Mac, the Image Size is sticky to the last used setting, but Canvas Size is tied to the unit preferences.

That's interesting to hear, because when I attempted some "fixes" suggested by a fellow Ps person on Reddit, one of those fixes actually forced both Canvas and Image size to stick with the unit preferences, until I performed another step which brought Image back into what was expected.

I can only ever remember Canvas size being set to pixels, but a quick check showed that in my 25.2 Canvas size units immediately reflected whatever units are set to. The strange thing in my case, and probably why I responded to this thread, is the Ctrl Alt C shortcut has stopped working for me. Plus the Photoshop windows appears to be losing focus. That is to say that when first opening Photoshop, and then an image, Ctrl Alt I does not work initially. I have to click inside the main window, which causes the CTB and LNP toolbar to appear, and then the Image Size shortcut works again.
I have checked extensively, so I am going to restart the computer, test again, and reset Preferences.

OK, my problem is unrelated, and turns out to be to do with the Brave browser, which still lets you watch YouTube without adverts, but once open, messes up some Photoshop shortcuts. Closing Brave does not make them work again. 😞

In Photoshop 25.9.0 on a MacBook Pro M2 Max 2023 (OS 14.6.1), though my Units & Rulers are set to Pixels, when I open an image and go to either Image Size or Canvas Size, the units are set to Inches. How do I set my Settings so that Image Size ande Canvas Size units are set to the one I want (in my case, Pixels)?
