CC 2018 No Longer Opens

Hello. Recap of my current situation:

1. Last Friday, attempting to open Photoshop CC 2018 results in an "Account Expired" notice. The account is still active and [not] past the renewal date yet, so I did some digging.
2. After some searching, it appears the Creative Cloud app is out of date. To see if this was causing the issue, I updated the CC app. This runs and appears to update without issue. I then restart my machine.
3. After my machine restarts and I sign back in to Creative Cloud, I then attempt to open Photoshop again. After a few seconds, a dialog box opens with "Please wait for a moment" and a loading graphic.
4. This is as far as I get. This dialog box hands hangs indefinitely.

Details:

• OS: Windows 8.1
• Photoshop version: CC 2018

Has anyone else run into this? Support was unable to assist.

First item should state that it is "NOT past the renewal date yet, so...."

and the 4th list item should read "This dialog box HANGS indefinitely". Sorry, was typing rather quickly.
