Click and drag in the Editing Window is Jumping Photoshop

So this happens randomly in ALL versions of Photoshop I've tried. With OR without my tablet plugged in and using an external mouse with my laptop. Usually happens when I've left Photoshop open to go for a cup of coffee but today decided to start straight off the bat. The only way I've been able to ever fix it was to close photoshop then reopen, but having to reclose when you've only just opened it is taking the biscuit. Anyone know what causes it.

Hi

Could be a GPU related issue, what are your computer system specs, in Photoshop go to Help > System Info, hit the copy button and paste the entire thing into this thread

A couple of things to try, enable this option in preferences and restarting Photoshop
