clicking photoshop tools and panels send me to background

in the past days, photoshop starts to acts very weird, the top 15 tools becomes not clickable, and i click on them it's like i click outsdie photoshop, i.e. transfer control to finder.

the same situation happends regarding photoshop panels.

i hope the attached screen recordings can explain the bug more.

any ideas?

I did that earlier, it's a workaround like you said, but i wanted to report a bug and hoped for a solution.
