Clicking Render Video on photoshop results in a stuck "Initializing Video Export" dialog

Hello, I am trying to create animations for my characters. When I create a video timeline and draw a few frames, then click "Render Video", a dialog box pops up with text "Initializing Video Export". This remains stuck and never disappears. This happened in the previous version of photoshop too, and upgrading to the latest update did not help either. I currently have 22.4.3 installed.

 

I have already tried resetting Photoshop preferences (https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences). It did not help. There was another post in the forums that suggested installing Premiere Pro or After Effects or Media Encoder -- but I don't have a subscription to those apps, so that is not an option for me.

 

I am on the latest Windows 10 build (21H1, OS Build 19043.1110). I am on a laptop with Core i5-1135G7, 16 GB RAM, Iris Xe graphics, and plenty of hard disk space. I have tried toggling the GPU acceleration box in Photoshop preferences, but that does not help.
