Clicking title / window bar in Photoshop sends it underneath

I am often using Photoshop and Lightroom Classic at the same time. 

Versions PS 25.11.9 and LR 13.5.1,  Mac OS 13.5 Ventura on a 2023 M2 Pro Mac Mini, Wacom Intuos tablet and Dell U3219Q (4k)

When I try to bring Photoshop forward, I have to click in the application window. If I try to do it by grabbing the title/ window bar of the app, it goes to the back. I have looked through the other discussions. Haven't found a solution that works, but maybe never found the appropriate thread. I tried changing memory allocations, deinstalling/reinstalling photoshop.. So far nothing working.

Try using Command + Tab on macOS (Alt + Tab for Windows users) to switch between applications.

Thank you but that isn't the fix I am looking for. I often have multiple apps open at the same time and would have to tab through them to get to Photoshop.

Upgrade your OS - this was a known issue in Ventura with some apps.
