Color accuracy when coverting to Indexed Color

I'm having a problem exporting some images using indexed color. I'm using this color space to save loading times on a website.

 

I have several pieces of art that were created in Procreate, then exported to PSDs. I created a color palette that consists of five colors and a transparent swatch. I applied this palette to the images by converting them to indexed color, then saved them as PNGs. Most of the images show the colors as I would expect them to, but one image is appearing more vibrant than the others. I've tried adjusting the color table, and converting to RGB then back to Indexed, but it still comes out brighter. The image in question does not make use of the transparent swatch, but adding transparency didn't seem to change anything.


Is there some way to makes these more consistant? Enclosed are two color samples, the duller one is what I expect to show up, the more vibrant one is what occurs on the image in question.

Is the Color Table of the two images identical?
