When I draw on the desktop Photoshop and need to fill a space in I select it with the magic wand, use modify expand, and then fill in the color. When I draw on the iPad there is no modify expand option, so when I fill in a color there is a white outline. My question, is there a workaround for the iPad?

You just need to increase your modify/expand selection before filling on the desktop or paint in the areas on the iPad.
