Please set the Status Bar to »Document Profile« and post meaningful screenshots of the image open in Photoshop and the other application. 

 

What is the image’s Color Space? 

What are Photoshop’s Color Settings? 

Is the other application Color Managed? (If not then the way it displays images is irrelevant.)

Right. Windows "Photos" is not color managed and ignores all color profiles.

Yes, many Windows apps show bad photos as good - and only when opened in Photoshop do you see them as true, and bad... you have this the wrong way round.
