Colour Picker is only opening eyedropper tool

I currently can't open the colour picker, where you would pick a foreground and background colour or a fill and stroke colour. Anytime I click on the colour picker,  the eyedropper tool appears. 

I have tried different things to get it to open like giving a layer a solid colour and it still just opens the eyedropper tool. I have also tried the usual, restarting the full software and my computer etc.... any help is appreciated!!

It sounds like the color picker is opening on a different screen or off the edge of the screen. Do you use multiple monitors and only have one monitor currently in use? If you connect your external monitors can you find the picker? 

 

If all else fails, try restoring your preferences using this manual method. Does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
