Command "Play' not available on opening

I'm running Ps 2022 on my macMini with Monterey 12.5.

If I select a file and select 'Open with Photoshop 2022' it opens OK except I get a box come up everytime

 If I just open Ps without selecting an image/file its fine.   Is there a bug/problem or have I got a box ticked somewhere?

Also, and I dont know if related, I have BorisFX Optics installed but I cannot find/use the plug-in.

Any help would be appreciated

Sounds Action related, do you have something setup under File > Scripts > Script Events Manager?
