Your graphic card does not fully meet the minimum system requirements. Photoshop system requirements specify Direct X 12 support from the GPU.

The GT 730 only has Direct X 11 feature support with limited Direct X 12 support. https://www.techpowerup.com/gpu-specs/geforce-gt-730.c1988   In practice that means that some some functionality may not work correctly.
