Contact sheet in photoshop wont work

When i try to do a basic contact sheet, i keep getting this error. can anyone help?

Try running Photoshop as administrator. To set it in Windows, you can either select the PS icon in the taskbar or search for Photoshop in the taskbar search field, right-click on Adobe Photoshop 2022, and select Run as administrator.

Haveyou tried creating a new Admin User account? Photoshop from the new user account to see if the problem goes away: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#permissions
