Contextual Task Bar grayed out in window menu

In PS 24.5 the Contextural Task Bar is not visible. It is listed in the 'Window' menu, but is grayed out. I have not found any advise as to how to fix this.

    What version of photoshop and operating system are you using?

     

    Are you saying even with a document/image open that Window>Contextual Task Bar is greyed out?
