Control handles missing in Lighting Effect Filter

I am on PS CC version 22.4.3. I have looked some previous posting regarding this topic already. I also have followed the following steps to resolve the issue witoiut success:

1- Update the grphic card driver . Graphic Card Radeon (TM)RX460 Graphics

2-I have gone through view>show>all and Gtr +H  and all this stuff

for information , I use 8 bits and GRB photo, Windows 10 64 bits 

I have attached a screen shot for illustration 

I would be greatful if anyone can help please

I have the same issue, GeForce GTX 1050 Ti, 4GB, AMD Ryzen 7 2700 with 32GB of RAM, plenty of SSD hard drive space.

Have tried all kinds of reboots, BIOS tweaks but nothing seems to help.

Very frustrating...

I can imagine how  furstration this can be . However, the god news is here. After trying everthing like you , I found solution was so simple . 

First make sure that your image is 8 bits not 16 or 32  ( Image > mode> 8 bits) otherwise it wont work 

All you need to do then  is in PS go to Edit>Prefrences>Technolgy Previews Tick the box Deactivate Native Canvas.
