At the moment, when I open the timeline, the only option seems to be the one in the centre, to convert to frame animation, and the three dots on the bottom left (where the option was to convert to frames previously) is inoperable (Photoshop won't allow me to click on it). I can then convert to frames and edit, but when I try to convert to video timeline in order to sharpen and colour, the option to do so (in the same place as the three dots) is also not working. Does anyone have any idea of what has gone wrong? Have updated my Photoshop, etc., and can't see anything visibly wrong.

Hi @we_0721! Thank you for reaching out! I'm sorry to hear about your issue. Please tell us a few more things about your problem, such as:
1) Whether it's occurring with specific videos or all of them.
2) What's the video format?
3) When did you first notice this issue?
4) Please share your system info as well, in Photoshop from Help > System info > Copy and paste the contents into a text/Word file. You can share it via Google Drive, WeTransfer, or another public file-sharing platform.
As a first step, try turning off your GPU in preferences by going to Preferences > Performance and unchecking 'Use Graphics Processor'. See if this helps.
Thanks a lot!

Sorry for not getting back to you - I've only tried it with the one set of files, and have uploaded them as screencaps. From research, I didn't think this would impact my ability to convert to video timeline, but I'm not completely sure. I noticed this issue only when I looked to the timeline, and wasn't able to use the button on the bottom left to either convert to frame animation or video timeline (I had to convert to frame animation using the larger button in the centre with a drop-down). Unfortunately, turning off the GPU didn't seem to fix the issue, but thank you for your suggestion!

Have you tried clicling on the down arrow to see if you got access to the two features?
I know it can be confusion but you need to click first on the arrow, and then choose in the list.
Your screenshot is very small, it's difficult for me to see what you are refering to (the "3 dots", maybe you mean the 3 square, which are only available to click once you got a video timeline in there)
Maybe I misunderstood, let me know!

Sorry for not getting back to you sooner - I think my issue was that the only option available in the dropdown was 'Create Frame Animation', and the video timeline option was not available at any stage in the timeline. Thank you for the suggestion though!

Please read this, and see if the file restrictions are what stopping you from seeing the video animation (notably RGB mode)
Also verify that you aren't on the background layer with no other layer visible.

Alternatively, try to open a video with Photoshop (file>open> choose a .mp4 file) and see what happens.
You should get something like this as a timeline
