Copying/cutting/pasting issues with shape tool

I've been having trouble ever since downloading a Photoshop CC update on Windows 10 a few days ago.  I have merged several shapes into shape layer #1. Before the update, I could select one of the shapes in shape layer #1, hit ctrl+c, then select Shaper Layer #2 and type crtl+v to paste the shape into Shaper Layer #2. The copied shape would appear in the same position, and it would be part of Shape Layer #2.

Since the update, when I hit crtl+c, a progress wheel (circles arranged in a ring) appears for a few seconds. Then when I try to crtl+v the shape from Shape Layer #1 into Shape Layer #2, a third layer (Shape Layer #3) is created instead, this one a duplicate containing all the shapes from Shape Layer #1. Shape Layer #3 does not appear in the same position as Shape Layer #1.

I have tried uninstalling and reinstalling Photoshop with no change. Does anyone have any ideas?
