I need to save an image file as a .pcx file with a 208 color palette for a DOS program. I had done this pre 2015 in Photoshop and am able to do it now in Corel or Jasc Paintshop Pro.
In order to save in Paintshop Pro:
flatten image,
decrease Color depth - X Colors
Palette: 208 Optimized Median Cut (NOT standard/web-safe)
Reduction method: Nearest color
Include Windows Colors: NOT selected
then save as .pcx
When I use current Photoshop CC I adjust mode to 8 bits, indexed color, and use uniform palette which allows 208 colors, i've tried the different dithering options but that doesnt help. It saves fine and colors look ok but when imported into my DOS program the image actually flashes colors. Is this a problem with adobe color profiles or imbedded data? Are there other options withing phtoshop to try. I have a pcx image file that was created in 2016 that is known to work, is there a way to analyze this file and one made now to see the differences? Thanks

Very unlikely that the other application is color managed so that's one issue so no, its not a profile problem.

If anyone can analyze this is the first lines of the pcx image that works:
