When I try to insert an image frame, from the Filter-Render menu, the Image Frame item is not available. What Should I Install?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?
What are the image’s Color Mode and Bit Depth?
