Creating and including textures into PS Library

I want to include textures presently on my hard drive into library in PS. Cannot find procedure to do.I've tried drag/drop from Mac finder to library but that didn't work. I've uploaded the textures to Creative Cloud files but no files show in the library tab (window>library tab in PS. I've search forums, internet, youtube and have spoken with adobe techs...all leading to no joy. I have to believe that an operation this common would be simple. Maybe I'm just missing the obvious. Anyone out there with solutions/procedure?

To add raster or vector content to a CC Library via Photoshop, do the following:

  1. Select the content
  2. In the Libraries panel, either + Create new library or select a library
  3. In the Libraries panel, click the + button at the bottom of the panel
  4. Select Graphic
