Ctrl+shift+___ shortcuts not working

I have some keyboard shortcuts set to ctrl+shift+[letter] and they are not working in photoshop or illustrator. I can still use ctrl+___ and shift+___ shortcuts fine. Even if I try remapping them in keyboard settings, it doesn't even register the input.

 

I've tried checking my system language and closing all other programs. I'm at a loss.

Solved: I fixed it by uninstalling the AMD graphics card pro driver updater.

Update: it only seems to be for some shortcuts, but not others. ctrl+shift+L for liquify works in PS, and ctrl+shift+D works for transparency grid in AI. but Save As doesnt, work, as well as some other custom set ones.

Just had this happen myself and your answer worked... but I looked in the AMD settings and you can rebind the keys, so I tried that and it worked too!! 🙂
