Current tool is still active when opening on save box

Hello community,

I'm not sure if this is a bug or setting or something I'm doing wrong. When I open up "save as" box, the curser remains as whatever the current tool I'm using. It's clunky and annoying to use without the proper cursor. Would love to know if there's something I can do to fix this. Thanks!
