Cursor is getting stuck 'grabbing' layer/folder/picture when scrolling the layer/folder/picture

Hello!
when I use the keyboard to change the cursor function and scroll the screen with the had -for instance- the cursor becomes stuck on the alternate cursor setting and 'grabs' the picture/layer/folder/transform widget. It is really frustrating and I cannot find where to turn this off itf it IS a Feature rather than a Bug.
Please help me resolve this issue THANKS!

It occurs wether using the spacebar, ctrl or alt keys. The cursor 'grabs' the aspect until I click the mouse again button to release it.

Similar problem here. When I press the spacebar, drag and pan the image, the mouse usually gets stuck after releasing the spacebar, so I have to click the mouse to get rid of the sticky behavior. It seems to me that the release command from the keyboard is not being recognized.
