Cursor Lags in Ruler Tool

When I move my cursor around, the line in the Ruler Tool moves with it. But when I click and drag to resize a layer, the line will stay where I originally clicked and not follow my cursor. It only updates its location once I unclick and move the cursor slightly. It's kind of annoying to deal with, since I need to know the exact length of what I'm resizing.
