When editing an existing curve, the history panel is only recording the first change. Steps to reproduce:
Create a curves adjustment layer.
Make a change to the default curve.
Create any other new layer.
Go back to the curves layer and edit the curve.
The history panel records the change.
Keep editing the curves layer.
Result: The history panel does not record additional changes as individual steps.
Expected Result: Previous releases captured all curves edits as individual steps.

Thank you @Craig F, the team says this is working as intended and is the same in 22.5.9 and 21.x versions of Ps.
One possible workaround is to close-and-commit the in-flight open curves history state is to do something like "create a new layer" then Cmd+Z to undo that. Make additional curve changes will open a new history state transaction.
