I've been experiencing this issue for several updates where my custom brushes which are selected within my retouching acions are loaded with the wrong foreground colour.
The quick fix was to delete my customs brushes and re-import them from my backup. I had to do this every day when I started PS.
Now in PS 2022, that fix doesn't work. It will still set my brushes to orange or grey. I have no idea what might cause this. Clicking on my re-imported brushes will load the right forground colour but somehow when recalled in an action it will assign another foreground colour. Then when I close and restart PS, my brushes shows the re-assigned colour. See pics of before and after.
Any suggestions as to why this is happening? It's driving me crazy.
